Spanien: Arbeitsmarkt- und Sozialpolitik im „postautoritären Wohlfahrtsstaat“

Arbeitslosigkeit und Wohlfahrtsstaat in Westeuropa

Zusammenfassung

Seit jeher sind die südeuropäischen Wohlfahrtsstaaten von der vergleichenden sozialwissenschaftlichen Arbeitsmarkt- und Sozialpolitikforschung äußerst stiefmütterlich behandelt worden. Konnte sich diese geradezu systematisch anmutende Ignoranz bis weit in die siebziger Jahre hinein auf politische Partikularismen dieser Nationen, auf sprachlich-kulturelle Barrieren und wirtschafts- und sozialstatistische Unzulänglichkeiten berufen, so sind all diese (vermeintlichen oder realen) Hindernisse einer komparativen Analyse südeuropäischer Wohlfahrtsstaatlichkeit im Verlaufe der letzten zwanzig Jahre weitestgehend entfallen. Gleichwohl zeichnen sich auch neuere Ansätze der vergleichenden Wohlfahrtsstaatsforschung wesentlich dadurch aus, daß sie die sozialpolitischen Erfahrungen und Realitäten südeuropäischer Nationen entweder nach wie vor ausblenden oder aber in ihrer Eigenart und Eigendynamik nicht hinreichend ernst nehmen.
