Zusammenfassung

Globalisierung ist zu einem der umstrittensten Begriffe unserer heutigen Zeit geworden. Für viele gilt zumeist nur eine eng gefasste Definition, die sich auf finanzielle Integration bezieht. Daher wird Globalisierung zuallererst als ein ökonomisches Phänomen verstanden, das eine grundlegende Umgestaltung der Marktwirtschaft signalisiert. War Ökonomen früher die jeweilige Volkswirtschaft wichtigster Bezug, so hat sich das geändert. Die Märkte der ‚kapitalistischen’ Länder werden ‚denationalisiert’, die nationalen Märkte in zunehmendem Maße Bestandteil eines weltumspannenden Marktplatzes. Und dieser nimmt die Marktfunktion nicht nur für eine unbegrenzte Palette von Waren und Dienstleistungen wahr, sondern auch für Kapital und Finanzen. Das Kapital ist nicht mehr nur auf die Finanzierung von Projekten auf Binnenmärkten mit schwachen Renditen beschränkt, es kann von einem Augenblick zum anderen in jedes beliebige Land, das produktivere Investitionsmöglichkeiten bietet, transferiert werden (Madison 1998). Dies wiederum erfordert die Liberalisierung von Handel, Investitionen und multilateralen Handelsabkommen, die die Möglichkeiten der nationalen Regierungen, z.B. bei Handelskonflikten einseitig im eigenen Interesse zu handeln, eingrenzen.
