Zusammenfassung
Die demokratischen Regierungssysteme befinden sich in einem tiefgreifenden Wandel, da sich die Form der Repräsentation grundlegend verändert. Diese These vertritt Bernard Manin (1995: 247–303) in seinem einflussreichen Buch zu den Prinzipien „repräsentativer Regierung“, seine Bezeichnung für die Regierungsform westlicher liberaler Demokratien. Nach dem klassischen Parlamentarismus des 19. Jahrhunderts und der Parteiendemokratie, welche sich seit Beginn des 20. Jahrhunderts etabliert hat, mutiert die Form der „repräsentativen Regierung“, so seine These, gegenwärtig zu einer „Demokratie der Öffentlichkeit“ 1 . Kennzeichen dieser neuen Regierungsform sind die Personalisierung der Wahlen und der Aufstieg von Experten politischer Kommunikation; der Bedeutungszuwachs eines politischen Angebots, das von den Regierenden so vage formuliert wird, dass es ihnen einen erheblichen Spielraum lässt; die Omnipräsenz der öffentlichen Meinung und die Verlagerung der politischen Debatte aus den Hinterzimmern der parlamentarischen Kommissionen und Partei- und Verbandszentralen in die Öffentlichkeit.
