Organizational culture, compensation systems, decision-making, and efficiency of public higher education institutions: case study of the University of Sfax

Abstract

In this research, we examined the mediating effect (decision-making) between governance mechanisms captured by organizational culture and compensation systems (local and/or national criteria bonuses) of public higher education institutions and their efficiency, through an empirical study based on correlational investigation. To identify the relationship between governance mechanisms: organizational culture and compensation systems (local and/or national criteria bonuses), decision-making, and efficiency of public higher education institutions, we selected a sample of 19 public higher education institutions in Sfax for the periods 2017–2020 and 2020–2023. The obtained results revealed that the attribute of organizational culture (captured by student life) and compensation systems (local and/or national criteria bonuses) indirectly affect the efficiency of university institutions through decision-making.

  1. The treatment of mediating variables should follow the approach outlined by Baron and Kenny (1986). This approach, aimed at testing the mediating effect, is performed using hierarchical multiple regression. This analysis involves assessing the total (cumulative) effect of explanatory variables on a criterion. The method consists of several steps: (1) testing the effect of the predictor (independent variable) on the criterion (dependent variable), (2) testing the effect of the predictor (independent variable) on the mediator using partial and simple regressions, and (3) testing the other relationship (predictor and mediator on the criterion). In this case, hierarchical multiple regression is used. It involves gradually entering explanatory variables into the regression equation, starting with the predictors and control variables (1st step), and then the mediating variable (2nd step). If there is an increase in the adjusted R-squared after entering the mediator, we can infer the effect of this mediator in the relationship between the predictor and the criterion (Zouari and Zouari-Hadiji 2014).
