Roadmap for implementing a multi-tiered system of supports framework to improve school attendance

Abstract

Recent efforts to apply a public health-tiered framework to practices that promote school attendance and address school attendance problems have yielded several visionary ideas, including the Multi-Dimensional Multi-Tiered System of Supports (MD-MTSS) framework. An important next step is understanding how to implement such a framework in schools. The purpose of this article is to introduce a model of implementation for the MD-MTSS framework. This purpose is guided by a systematic search of the extant literature related to school attendance, school attendance problems, school-based MTSS frameworks, implementation science, and the application of implementation science in practice settings, especially in schools. Our model includes consideration of determinants, processes, strategies, and outcomes grounded in implementation frameworks that could influence school- and student-level outcomes. The implementation of an MD-MTSS framework represents the next frontier in stakeholder efforts to promote school attendance, prevent school attendance problems, provide early intervention, and coordinate intensive support to students. The proposed model could also serve as a roadmap to guide efforts to investigate the implementation of the framework in schools.
