Abstract
What was the presence of the State-entrepreneur in the Italian economy in the 20th century? Which forms did it assume? What is the weight of the State-entrepreneur in Italy today? Trying to answer these questions, the author carries out an analysis through the historical method. His final thesis is that, notwithstanding the progressive pressures, which started in the 1990s, towards the privatization of national capitalism, the State-entrepreneur is still firmly present in the Italian economy, as if it had always to play a role in the country’s development. The results of the present investigation can turn out to be of interest both to scholars and to policy makers who are committed in the effective implementation of actions aiming at favouring, for the country’s welfare, a careful and balanced relationship between public and private powers.

In thinking back—together with the author- over the evolution of the relationship between Government and Iri, Pasquale Saraceno, one of the protagonists of the development of the State-entrepreneur between the 1930s and the 1950s, could report to whom was listening that Mussolini was totally uninterested in the current management of Iri after having discussed with few collaborators, in 1933, the features of the activity that the State-entrepreneur was supposed to carry out. Iri was managed under the strict personal control of its chairman, Alberto Beneduce, not so much in the name and on behalf of fascism, as in relation to the national economy needs and the convictions of its chairman. Sareceno’ s words do not express a positive evaluation of the regime politics. Saraceno made remarks, that, on the contrary, implied the blame for the interference of the political sphere in Iri’s activities in the late 1960s, when Iri’s virtuous life cycle ended. Saraceno was a theorist of the mixed economy, but at the same time he was a convinced and firm enemy of the interference of politicians in the ordinary management of state-owned enterprises.
We follow the criterion used in a research study carried out by Mediobanca-Unioncamere (2006) on the Italian industrial system. It must be pointed out that up to 2002 to be considered large an enterprise had to achieve minimum revenues of € 260 million. It should also be noted that the number of 500 employees corresponds to the lower limit proposed by the American SBA, whereas according to the European Commission an enterprise should be considered large when it reaches 250 employees and achieves annual revenues of at least € 50 million.
The publications that we have examined are relevant to 1991 with reference to 1990; 1997 with reference to 1996; 2009 with reference to 2008 (Mediobanca-Ufficio Studi 1991, 1997, 2009).
Since the original source does not state, as to 1990, the distribution of enterprises according to the sectors of economic activity, we have adopted the distribution that Mediobanca indicated for the same enterprises in 1997.
