Abstract
The linear electromagnetic response is calculated below the transition temperature in the dirty limit by means of the random phase approximation and fluctuation corrections. The results are related to those from the phenomenological Ginzburg-Landau equation, but do not coincide with them identically, due to the presence of a propagating mode in the two-particle correlation spectrum.
