Zusammenfassung
Zur Analyse der transatlantischen Beziehungen unter Präsident Obama wird ein rollentheoretischer Ansatz herangezogen, der es erlaubt, Intra-Rollenkonflikte sowie Ego-Alter-Interaktionen innerhalb der Sicherheitsgemeinschaft zu analysieren. Die Analyse zeigt, dass Obama multilaterale Außenpolitikkonzepte aufwertete und damit zur Stabilisierung der Kooperationsbeziehungen beitrug wie dies exemplarisch in der Ukraine-Krise deutlich wurde. Allerdings gingen mit diesem Wandel der amerikanischen Politik neue Erwartungen an die europäischen Partner einher. Die dabei aufgetretenen Intra-Rollenkonflikte auf europäischer Seite werden auch künftig eine wirksame Konfliktlinie bleiben.
Abstract
To analyze transatlantic relations during the Presidency of Obama, role theory is applied in order to analyze intra-role conflicts and shifting ego/alter-interactions within the security community. Whereas Obama stabilized the cooperation within the transatlantic community and the transatlantic role conceptions, the expectation of growing contributions by the European partners triggered intra-role conflicts. The argument is unfolded regarding the burdensharing-conflict and the Ukraine-crisis.

Einen weiteren Schwerpunkt bildete die gemeinsame Bekämpfung des internationalen Terrorismus, die hier jedoch nicht weiter analysiert wird (Porter und Bendiek 2014).
Ein Beispiel wäre hierfür Frankreichs NATO-Politik in den 1960er-Jahren unter Präsident De Gaulle, der sich gegen die amerikanische Dominanz im Bündnis positionierte.
Es ließe sich argumentieren, dass die NSA-Affäre ebenfalls Ausdruck eines grundlegenden Wertekonflikts in den transatlantischen Beziehungen ist. Zumindest die Kritik an amerikanischen Spionagetätigkeiten durch gesellschaftliche Akteure in Europa deutet darauf hin. Gleichwohl behaupten wir, dass die NSA-Affäre die transatlantischen Beziehungen nur kurzzeitig und oberflächlich belastet hat. Nicht zuletzt weil neben den USA auch Großbritannien seine Spionagetätigkeiten massiv ausgeweitet hatte. Medienberichte deuten außerdem daraufhin, dass selbst das NSA-„Opfer“ Deutschland seine NATO-Partner (z. B. Frankreich und die Türkei) nicht von nachrichtendienstlichen Aktivitäten aussparte (Rudolf 2014).
Auch Frankreich erfüllte die Vorgabe zwischen 1990 und 2009, seit 2011 unterschritt das Budget die Zwei-Prozent-Grenze jedoch (NATO 2014a).
Diese Interdependenz ist jedoch, wie Skeptiker des Konzepts betonen, in einigen Fällen, insbesondere im Energiesektor, eher als Abhängigkeit von Russland zu bezeichnen (Kunz 2014, S. 7).
