Zusammenfassung
Zentrale Modelle des Wandels, insbesondere der „Zyklus sozialer Innovationen“, gehen davon aus, dass es letztlich immer Individuen sind, die gesellschaftliche Transformationsprozesse auch jenseits nationalstaatlicher Grenzen anstoßen. Häufig genanntes Beispiel ist Muhammad Yunus, der mit der von ihm gegründeten Grameen-Bank für Mikrokredite den Friedensnobelpreis erhielt. Solche „Social Entrepreneurs“ üben Macht weniger über, sondern vorwiegend mit Anderen aus. Wenn Individuen aber in der Tat so wirkmächtig sind, stellt sich die Frage der Legitimität individuellen Engagements in der globalen Politik. In diesem Artikel wird anhand von drei Kriterien – Legitimität durch 1) politische Wirksamkeit, 2) breite Beteiligung des Demos und 3) Kontrolle und Verantwortlichkeit – die legitimatorische Ambivalenz von Social Entrepreneurs aufgezeigt, einen Wandel im Namen Anderer anzustoßen.
Abstract
Central models of change, especially the ‘Cycle of Social Innovation’, assume that it always takes individuals to initiate processes of social transformation including beyond nation-state borders. A prominent examples is Muhammad Yunus, who founded the Grameen Bank for mirco-credit and received the Nobel Peace Prize. Such ‘social entrepreneurs’ exercise power with, rather than power over others. However, if indeed individuals have crucial impact, we need to ask questions about the legitimacy of individual commitment in global politics. Along three criteria—1) political impact, 2) broad participation of the demos, and 3) control and accountability—this article demonstrates the ambivalent legitimacy of social entrepreneurs to initiate change on behalf of others.

Ashoka, die erste und größte Förderorganisation für Social Entrepreneurs, wurde als gemeinnützige Organisation von Bill Drayton 1982 gegründet. Er war zuvor für die Unternehmensberatung McKinsey tätig, der Ashoka eng verbunden ist. Jeffrey Skoll, der 1999 seine Stiftung zur Förderung von Social Entrepreneurship gründete, war Mitbegründer von eBay. Klaus Schwab schuf 1971 das Weltwirtschaftsforum in Davos und gründete mit seiner Frau Hilde Schwab 1998 die nach ihnen benannte Stiftung.
„Power with“ ist nicht identisch mit Arendts Machtverständnis bzw. wird dessen Operationalisierung Arendt selten gerecht. So bauen auch deliberative Demokratietheorien auf Arendts Machtverständnis auf, ohne es direkt umgesetzt zu finden (Dryzek 2000; Habermas 1992). Anders als deliberative Prozesse umfasst „power with“ nicht nur das miteinander Reden, sondern auch Handeln.
