Zusammenfassung
Wir untersuchen die Auswirkungen aktueller Regulierungsmaßnahmen zur Erhöhung der Markttransparenz auf dem \(\text{CO}_2\)-Zertifikatemarkt, wie z. B. der Verordnung über die Integrität und Transparenz des Energiegroßhandelsmarktes sowie des aus der Umsetzung und Konkretisierung der REMIT-Verordnung stammende Markttransparenzstellengesetz (Europäisches Parlament, Amtsblatt der Europäischen Union, L 326, 1 16, 2011, Amtsblatt der Europäischen Union, L 315, 2012) auf einen erwartungsnutzenmaximierenden Stromerzeuger. Unter Berücksichtigung der besonderen Eigenschaften von Strom analysieren wir die optimale Zusammensetzung der Produktionsfaktoren zur Stromerzeugung sowie die optimale Risikopolitik eines Stromerzeugers. Unsere Ergebnisse haben Implikationen für die Regulierung von Stromerzeugern, sowohl bzgl. der Versorgungssicherheit als auch bzgl. umweltpolitischer Ziele.
Abstract
This paper analyses the effects of recent regulatory measures, namely the Regulation on wholesale Energy Market Integrity and Transparency enacted by the European Parliament and the Market Transparency Authority Act, that aim to increase transparency in CO2 emissions trading on an utility maximizing electricity producer. Taking the particular characteristics of electricity into account, we analyze optimal composition of power generation and optimal risk policy. Our results have implications for the regulation of electricity producers with regard goals concerning environmental policy and supply reliability.

Die REMIT-Verordnung bedarf grundsätzlich keiner Umsetzung in nationales Recht und besitzt unmittelbare Gültigkeit. Teile der Verordnung wurden dennoch in der aktualisierten Fassung des Energiewirtschaftsgesetzes verankert (Bundesgesetzblatt 2012a, 2014). Zudem erfolgte die Umsetzung der REMIT-Verordnung teilweise durch Ergänzungen im Gesetz gegen Wettbewerbsbeschränkungen (Bundesgesetzblatt 2013).
Ventosa et al. (2005) gibt einen umfassenden und ausführlichen Überblick über die verschiedenen mathematischen Ausprägungen, die jeweils unterstellten Annahmen über die Wettbewerbsstruktur am Markt sowie den Grad, mit dem die Interaktion mit anderen Marktteilnehmern berücksichtigt werden kann.
Mit Hilfe von Gotham et al. (2009) können auf Basis der erwarteten Kosten und der Varianz der Kosten Aussagen über die kosten- und risikoeffiziente Zusammensetzung der Stromerzeugung aus den verschiedenen Technologien abgeleitet werden. Auf Basis des Modells werden Aussagen über mittel- und langfristige Anpassung der Erzeugungskapazitäten der einzelnen Technologien hergeleitet.
Variablen oder Faktoren, die im Zusammenhang zu den Brennstoffen Kohle und Gas stehen, werden jeweils im Index durch die Buchstaben G und K gekennzeichnet.
Grundsätzlich können die beiden Stromerzeugungstechnologien durch Anpassung der technologiespezifischen Parameter durch andere Formen der Energieerzeugung, wie z. B. Wind- und Wasserkraftwerke oder Atomkraftwerke ersetzt werden.
Eine Tilde kennzeichnet eine Größe als Zufallsvariable.
Ähnliche Kontrakte werden bspw. an der EEX in Leipzig gehandelt.
Diese Annahme führt dazu, dass im Rahmen des Modells Interessenkonflikte zwischen Eigentümern sowie Konflikte zwischen Eigentümern und Entscheidungsträgern ausgeschlossen werden.
Optimallösungen werden durch ein Sternchen gekennzeichnet.
Dies entspricht offenbar einem Portefeuille-Problem mit der Entscheidung über die Aufteilung eines Anfangsvermögens auf ein risikoloses und ein risikobehaftetes Wertpapier.
