Zusammenfassung
Diskussionen um Vorschläge nationaler Maßnahmen zur Erreichung deutscher CO2-Vermeidungsziele treten in der aktuellen deutschen Klimapolitik vermehrt auf. Zeitgleich findet der europäische Strom- und Emissionshandel zunehmend vernetzt und auf übergreifenden Marktplätzen statt. Märkte werden gekoppelt, Handel wird zunehmend auch grenzüberschreitend durchgeführt und Marktgrenzen verschwinden. Dieser Beitrag erläutert in diesem Zusammenhang die Folgen eines zusätzlichen CO2-Minderungsziels im deutschen Stromversorgungssystem und die damit verbundenen Rückwirkungen im europäischen Strommarkt anhand einer modellbasierten Analyse für Deutschland. Ein Fokus liegt hierbei insbesondere auf resultierenden Verlagerungseffekten innerhalb von Europa, die auf Grund eines gemeinsamen europäischen Strombinnenhandels sowie des europäischen Emissionshandelssystems EU-ETS auftreten. Die aufgezeigten Effekte verdeutlichen den Widerspruch national ausgerichteter Klimapolitik im Kontext gesamteuropäischer Emissionsvermeidungsziele.
Abstract
German climate policy and related current discussions are characterized by propositions dealing with national measures in order to meet German CO2 emission reduction targets. At the same time the trade of electricity and emission certificates is processed on a European level on joint and interrelated market places. EU’s internal electricity market supports cross-border trade. Therefore, limits between the markets at national level are vanishing. Against this backdrop, this article deals with the effects of a national CO2 emission reduction target in the German power sector and its repercussions within Europe. Emphasis is put on shifting effects within the European energy supply system which result from EU’s internal electricity market and the European emission certificate trading system EU-ETS. Those effects make clear that climate policy on a national level and European climate targets are conflicting.
