Zusammenfassung
In den vergangenen Jahren haben Weltbank, OECD und andere Organisationen Messinstrumente entwickelt, um das Ausmaß an regulatorischen Eingriffen in das Wirtschaftsgeschehen in ländervergleichender Perspektive zu quantifizieren. Der vorliegende Beitrag gibt einen kritischen Überblick über diese Regulierungsindizes. Es wird auf eine Reihe problematischer und diskussionswürdiger Punkte aufmerksam gemacht, die bei der Konzeptualisierung, Messung und Aggregation der Indizes auftreten. Eine kritische Betrachtung erscheint notwendig, da die empirischen Befunde, die mittels solcher Indizes generiert werden, in der öffentlichen und politischen Diskussion zur Untermauerung wirtschaftspolitischer Standpunkte benutzt werden.
Abstract
In recent years, the World Bank, the OECD, and other organizations have developed instruments to quantify the extent of regulatory interventions into the economy in a cross-country perspective. This paper provides a critical survey of these regulation indices and calls attention to a series of problematic and debatable points that arise during the conceptualization, measurement, and aggregation of the indices. Scrutinizing the methods used by index providers is appropriate as the empirical findings generated by means of such indices are utilized in the public and political discussion in order to empirically support economic policy positions.

Diese Regulierungsmaße werden von der OECD als „Indikatoren“ bezeichnet. Da diese „Indikatoren“ Aggregationen verschiedener Teilindikatoren sind und aus statistischer Sicht Indizes darstellen, werden beide Begriffe im Falle der OECD-Messinstrumente in diesem Beitrag synonym verwendet.

Als Ko-Herausgeber des Fraser-Index treten im Übrigen 76 Forschungsinstitute aus ebenso vielen Ländern auf, die sich zum „Economic Freedom Network“ zusammengeschlossen haben. Ko-Herausgeber des Heritage-Index ist das Wall Street Journal.
Die World Bank Independent Evaluation Group kritisiert, dass 7 der 10 Oberindikatoren im Weltbank-Index der Prämisse folgen, dass weniger Regulierung besser sei, und merkt dazu u. a. an: „Defining the point at which the costs of regulation exceed the benefits is difficult“ (WBIEG 2008, S. 7).
Militärische Einflussnahme und Wehrpflicht mögen inadäquat erscheinen, um das Ausmaß an ökonomischer Freiheit zu messen. Von einem wirtschaftsliberalen Standpunkt aus betrachtet, lässt sich die Itemauswahl durchaus plausibel begründen: Fraser argumentiert, dass ein hoher Militäreinfluss auf Rechts- und Politiksystem u. a. mit einem unsicheren Investitionsklima einhergehe. Der verpflichtende Wehrdienst wird bei Fraser als Arbeitsmarktregulierung eingestuft, da Bürger auf diese Weise eine zeitlang vom ‚normalen’ Arbeitsmarkt ferngehalten werden und mitunter Einkommenseinbußen hinnehmen müssen.

[…] errors may be due to the personal interpretation of the compilers of the data: even though the questionnaire was expressly designed to minimise the need for the OECD Secretariat to interpret the answers, a certain degree of interpretation was still necessary in some cases“. Ähnlich auch WBIEG (2008, Kap. 2).
In den Worten von Gwartney und Lawson (2009, S. 9): „During the past several years, we have investigated several methods of weighting the various components, including principle component analysis and a survey of economists. We have also invited others to use their own weighting structure if they believe that it is preferable. In the final analysis, the summary index is not very sensitive to substantial variations in the weights. […] Of course, the component and subcomponent data are available to researchers who would like to consider alternative weighting schemes and we encourage them to do so“.
Da im IW-Index einige Rangbindungen auftreten (d. h. mehrere Länder belegen den gleichen Rangplatz), könnte dies die SPEARMAN-Koeffizienten verzerrt bzw. vergrößert haben. Denn das SPEARMAN-Maß beruht auf der Annahme, dass keine oder relativ wenige Rangbindungen (ties) bestehen. Daher wurde für den IW-Index zusätzlich KENDALL’s Tau-b berechnet, das solche Bindungen berücksichtigt (vgl. Benninghaus 2007).
