Evaluation der Steuerung regionalplanerischer Instrumente zur Steuerung der Siedlungsentwicklung

Ein Vergleich Deutschland – USA

Stadtregionales Flächenmanagement

Zusammenfassung

Obwohl es in Deutschland seit über 50 Jahren ein flächendeckendes System von Institutionen der Regionalplanung gibt und fast alle Regionen über rechtskräftige Regionalpläne verfügen, in denen die Steuerung der Siedlungsentwicklung ein zentrales Thema ist, ist nur wenig über die Wirkungen dieser Pläne bekannt. Es besteht ein Evaluationsdefizit. Genau umgekehrt stellt sich die Situation in den USA dar. Obwohl es dort kein flächendeckendes System der regionalplanerischen Siedlungsentwicklung gibt, liegen hier mehr und z. T. auch qualitativ anspruchsvollere Evaluationen zu dieser Thematik vor. Dieser Gegensatz erscheint aber nur auf den ersten Blick paradox. Gerade weil das System regionalplanerischer Steuerung in den USA nicht so stabil ist, kam wissenschaftlichen Evaluationen dort stärker die Aufgabe zu den Fragen nach Umsetzung, Wirksamkeit und Erforderlichkeit dieser Instrumente nachzugehen.
