Zusammenfassung
Der 46. Präsident der Vereinigten Staaten – Joe Biden – trat im Januar 2021 ein schweres wirtschaftspolitisches Erbe an: Nicht nur befand sich die US-Wirtschaft in Folge der Covid-19 Pandemie in einer schweren Krise. Sein Vorgänger Donald Trump hatte in vielen Bereichen mit der klassischen Wirtschafts- und Außenwirtschaftspolitik der USA gebrochen und die USA auf einen „Amerika First“-Kurs gelenkt, der zahlreiche Handelskonflikte auch mit engen Partnern der USA zur Folge hatte. Präsident Biden wollte dies ändern. Sein Motto war „Build Back Better“ – dies galt nach innen wie nach außen. Er wollte die Corona-Pandemie überwinden, die Wirtschaft wiederbeleben, den gesellschaftlichen Zusammenhalt stärken und eine stark polarisierte US-Gesellschaft versöhnen. Was hat der Präsident in seinen ersten beiden Amtsjahren erreicht? Biden konnte ein milliardenschweres Konjunkturpaket, ein nicht mindergroßes Infrastrukturpaket, den CHIPS Act und den Inflation Reduction Act (IRA) für sich verbuchen. Mit ihm erleben die USA eine Renaissance der Industriepolitik. Ein Trend, der sich bereits während der Trump-Administration zeigte, intensivierte sich auch unter Biden: Die Versicherheitlichung der Wirtschafts- und Außenwirtschaftspolitik, getrieben vom Systemwettbewerb der USA mit China.
