Introduction
The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal (hereinafter referred to as “the Basel Convention”) is a child of necessity that came into being after series of dialogue between the industrialized nations and the third world countries on the sound management of hazardous wastes (Andrews 2009). Prior to the birth of the Convention, especially in the early 1980s, international trade in hazardous wastes had thrived tremendously as most developed countries shipped their toxic wastes to less developed countries for disposal.
