Zusammenfassung
Wie entstehen Preise? Aus der Perspektive der wirtschaftswissenschaftlichen Preistheorie sind Preise das Ergebnis von Angebot und Nachfrage, aus Sicht der Wirtschaftssoziologie resultieren sie aus der Einbettung von Markttransaktionen in Institutionen, Netzwerken oder kulturellen Deutungsmustern. Um zu einem Preis zu gelangen, muss der Wert eines Gutes in einen ökonomischen Wert, d. h. einen Preis, transformiert werden. Der Beitrag untersucht den Transformationsprozess von Werten zu Preisen auf dem Markt für Ratingurteile strukturierter Finanzprodukte. Dabei wird der abstrakte Wert „Kreditwürdigkeit“ mithilfe kalkulativer Praktiken in ein konkretes Ratingurteil verwandelt, das die Kosten für die Aufnahme von Krediten determiniert. Wie die Subprime-Krise gezeigt hat, ist es den für diesen Übersetzungsvorgang zuständigen Kreditauskunfteien und Ratingagenturen nicht gelungen, den Preis an den ihm zugrunde liegenden Wert anzunähern. Das Auseinanderfallen von Wert und Preis wird in dem Artikel als „Raum des Sozialen“ beschrieben, in dem die Preisbildung von sozialen Faktoren beeinflusst wird, die zu einer Verzerrung der Preise und damit zu einem Zusammenbruch des Marktes führen konnten.
Abstract
How are prices made? From the perspective of economic price theory prices are determined by supply and demand, while from an economic sociology point of view they result from the embeddedness of market transactions in institutions, networks or cultural frames of meaning. In order to build a price, the value of a good has to be transformed into economic value, i.e. a price. The paper analyses the process of transformation from value to price on the market for the rating of structured finance products. On this market, with the help of calculative practices, the abstract value of “creditworthiness” is converted into a concrete rating which determines credit costs. As the subprime crisis has shown, the credit bureaus and rating agencies responsible for this translation process have not been able to draw the price near to the value to which it refers. The article describes the divergence between value and price as the “social space” where price building is influenced by social factors that may distort prices and lead to a breakdown of the market.

Comment se forment les prix? Selon la théorie économique des prix, les prix obéissent à la loi de l’offre et de la demande; pour la sociologie économique, ils résultent de l’intégration des transactions marchandes dans des institutions, des réseaux ou des schémas d’interprétation culturels. Pour parvenir à un prix, la valeur d’un bien doit être transformée en une valeur économique. Cet article étudie ce processus de transformation de valeurs en prix de marché pour les notes de produits financiers structurés. Au cours de ce processus, la valeur abstraite «solvabilité» est transformée en une note concrète par le biais de pratiques de calcul qui déterminent les frais d’emprunt. Comme la crise des subprimes l’a montré, les agences d’évaluation de crédit et les agences de notation en charge de ce processus de traduction n’ont pas réussi à rapprocher le prix de la valeur qui est à sa base. Cet écart entre la valeur et le prix est décrit dans cet article comme un «espace du social» dans lequel la formation des prix est influencée par des facteurs sociaux pouvant conduire à une distorsion des prix et ainsi à un effondrement du marché.

Streng genommen sind Kredit-Score und Ratingurteile keine Preise, sondern beeinflussen lediglich die Preise auf dem Immobilien- und Ratingmarkt. Der Preis, der dort z. B. für das Ratingurteil AAA gezahlt wird, hängt davon ab, wie viel Investoren für ein Rating dieser Note zu zahlen bereit sind. Nichtsdestotrotz halten wir im vorliegenden Beitrag an der Heuristik von Kredit-Score und Ratingurteilen als Preisen fest. Beide sind ein Anker für Preise auf angrenzenden Märkten und verfügen über viele der charakteristischen Merkmale von Preisen.
Dies wurde möglich, weil die Erwartung zukünftiger Immobilien-Preissteigerungen als Sicherheit angesehen wurde: Selbst wenn die Hauseigentümer ihre Hypotheken nicht mehr bedienen konnten, wurden die möglichen Verluste des Kreditgebers durch die Werterhöhung der Immobilie abgefangen.

Ratingurteile sind Prognosen über die Wahrscheinlichkeit eines Kreditausfalls in der Zukunft. Diese Prognosen werden aber zum Teil von historischen Daten gespeist, die in die Annahmen und Modelle der Ratingagenturen einfließen.
Die geschilderten Probleme der Kreditauskunfteien und Ratingagenturen, Preise und Werte in Übereinstimmung zu bringen, sind nur Beispiele für die grundsätzliche Schwierigkeit von Intermediären, das Bewertungsproblem auf Kreditmärkten zu lösen. Für weitere Ursachen siehe Rona-Tas und Hiß (2010b).
