Zusammenfassung
Die Debatte um das Institutionengefüge der Europäischen Union geht weiter. Sowohl die Rolle der einzelnen EU-Institutionen als auch ihr Verhältnis zueinander werden dabei immer wieder in Frage gestellt. Der Maastrichter Vertrag zur Europäischen Union ließ im institutionellen Bereich viele Fragen offen, die durch spätere Vertragsverhandlungen in Amsterdam geklärt werden sollten, jedoch auch dort weitgehend ungeklärt blieben und dann als „leftovers“erneut in der Regierungskonferenz von 2000 verhandelt wurden. Der Gipfel von Nizza im Dezember 2000 hat keine allseits befriedigende Regelung gebracht, so dass eine weitere Regierungskonferenz für das Jahr 2004 anvisiert wurde.
