Zusammenfassung
Die sozialpädagogische Welt ist im Wandel begriffen. Der Begriff des „Managerialismus“, der zu Beginn der 1990er Jahre in die Debatte eingeführt worden war, um die vielfältigen Prozesse des Umbaus sozialstaatlicher Erbringungskontexte Sozialer Arbeit zu beschreiben, hat sich inzwischen in sehr unterschiedliche Diskussionsstränge aufgefächert. Zu nennen sind hier die Diskurse zur Qualität Sozialer Arbeit und zum Management derselben, die öffentlich gestellten Fragen nach ihren Wirkungen und danach, was diese ausmachen und wie man sie effektiver hervorrufen kann, sowie die neuere Diskussion um standardisierte Formen der Diagnostik und Fallbearbeitung. In all jenen Diskussionen gehen die Befürworter dieser Techniken davon aus, dass es möglich ist, durch die besondere Gestaltung organisationaler Programmatiken und Rahmenbedingungen die Erbringung personenbezogener sozialer Dienstleistungen effektiver, steuer- und kontrollierbarer und damit auch transparenter und billiger zu machen. Während in den 1970er und 80er Jahren der Fokus der Debatte auf der Erhöhung der Binnenrationalität Sozialer Arbeit durch Professionalisierung lag, der sich die Rahmenbedingungen anzupassen hätten (vgl. Flösser/Otto 1992), geht es nun um eine Modernisierung der Sozialen Arbeit „from the outside“: Dem Handeln der professionellen Sozialpädagogen traut man nun nicht mehr so recht über den Weg.
