Bei dem politischen Ziel, die Qualität von Wissenschaft sicherzustellen, spielt Evaluation eine wichtige Rolle. Evaluation von Wissenschaft gibt es selbstverständlich bereits seit langem, aber zweifellos übertrifft sie heute an Qualität und Quantität alles bisher Dagewesene. Dies vor allem, weil sie von einem Verfahren der akademischen Selbstverwaltung zu einem Steuerungsinstrument der Politik im Rahmen der Reorganisation der öffentlichen Verwaltung geworden ist (Stichwort New Public Management; siehe OECD 2005; Osborne/Gaebler 1992; Pollit/Bouckaert 2000).
