Der gesellschaftliche Zusammenhalt in Europa. Zwischen europaweiter Konvergenz und sozialer Spaltung

Zusammenfassung

Im Schlusskapitel der Studie wird zusammenfassend dargestellt, wie sich eine nationalstaatlich regulierte Welt sozialer Ungleichheiten in einen transnationalen Raum sozialer Ungleichheiten entwickelt und welche Spaltungslinien die Auseinandersetzungen in einem solchen Raum bestimmen. Gezeigt wird, dass soziale Ungleichheiten in objektiver und subjektiver Hinsicht zunehmend in einem europäischen Raum hervorgebracht, wahrgenommen, reguliert und bekämpft werden. Hingewiesen wird auf die zunehmende Bedeutung internationaler und vor allem europäischer Vergleichsmaßstäbe, auf die Auswirkungen der EU-Politiken, auf die Europäisierung der Vergleichsmaßstäbe und Bezugsrahmen und auf die zunehmende Bedeutung grenzüberschreitender sozialer Praktiken. Weiterhin ist Europa in ein nord- und westeuropäisches Zentrum und eine süd- und osteuropäische Peripherie gespalten. Hierbei konzentrieren sich Armuts- und Ausgrenzungsrisiken in Osteuropa und Beschäftigungsrisiken in Südeuropa. In sozialer Hinsicht ist die europäische Bevölkerung in unterschiedliche soziale Klassen und Tätigkeits- und Bildungsgruppen gespalten. Besonders sticht die Spaltung zwischen gering qualifizierten Arbeitnehmern mit einfachen Aufgaben und der gehobenen, akademisch qualifizierten Dienstklasse ins Auge. Damit wird sich die Frage nach dem Zusammenhalt der europäischen Länder trotz erheblicher Unterschiede der Lebenslagen auf eine neue und dringliche Weise stellen.
