Legitimationsvorteil der Diktatur?

Politische Unterstützung und Regimetypen in Asien

Zusammenfassung

Legitimität ist eine Schlüsselkategorie in Wolfgang Merkels Regimelehre. Seine These vom strukturell bedingten Legitimitätsnachteil autokratischer Systeme im Vergleich zu Demokratien ist in ein breiteres Programm der Analyse demokratischer und autokratischer Regimekonsolidierung eingebettet. Im vorliegenden Beitrag wird sie für Ost- und Südostasien diskutiert. Wie gezeigt wird, deutet einiges darauf hin, dass die Demokratien in Asien bei der Herrschaft slegitimation keinen Vorteil gegenüber den Diktaturen besitzen. Vielmehr sind Legitimität und politische Unterstützung der Bürger für das Regime und seine tragenden Institutionen in Diktaturen mitunter höher als in Demokratien. Die Gründe hierfür sind vielfältig; manches deutet aber auch darauf hin, dass es Autokratien gelungen ist, sich beim Streben nach sozialer Anerkennung verschiedene Legitimitätsquellen zu erschließen. Legitimation durch Leistung und Output-Legitimität aus vergleichsweise guter Politikperformanz sind vermutlich ein Teil der Erklärung, aber das Gesamtbild scheint komplexer. Das könnte wiederum ein Grund sein, weshalb Autokratien wie Singapur, Malaysia, Brunei, Vietnam oder China dem sogenannten Performanz-Dilemma bislang entgangen sind.
