Wahlsysteme: institutionelle Entwicklung und politische Auswirkungen

Regierungssysteme in Mittel- und Osteuropa

Zusammenfassung

Wahlsysteme beinhalten die Regeln, nach denen die Kandidaten- bzw. Parteienpräferenzen der Wähler in politische Mandate übertragen werden (Nohlen 2009). Wahlsysteme bestimmen damit wesentlich über die Verteilung öffentlicher Macht. Je nach ihrer institutionellen Struktur können sie dabei bestimmte politische Gruppierungen begünstigen und andere benachteiligen. Dies macht sie zu einem „most fundamental element of representative democracy“ (Lijphart 1994: 1). Wahlsysteme sind zudem relativ leicht veränderbare Bausteine eines politischen Systems (Taagepera/Shugart 1989a: 4). Sie eignen sich demnach als Ansatzpunkt für ein „institutional engineering“ im Sinne einer Stabilisierung und Konsolidierung der Demokratie (Lijphart 1994: 151; Sartori 1994). Daher werden auch und gerade in jungen Demokratien immer wieder kontroverse Debatten über die Ausgestaltung bzw. Reform des Wahlsystems geführt, ein Prozess, der auch in Mittel- und Osteuropa (MOE) seit 1989 zu beobachten war.
