Zusammenfassung
Dass Staaten sparen müssen, erscheint als ein Gemeinplatz für Wissenschaftler, Praktiker und die Öffentlichkeit zugleich. Allein bei der Umsetzung in konkrete Kürzungen und an den Wahlurnen kommt es oft nicht zum Schwur, wird doch vom Sparzwang so manches lieb gewonnene Programm ebenfalls betroffen. Darunter vor allem große Teile des Systems der Sozialen Sicherung. Denn nur mit Kürzungen beim Militär oder anderen – beliebteren – „öffentlichen“ Gütern geht es nicht mehr, nicht zuletzt deshalb, weil dort bereits seit einiger Zeit geknausert wird und das Ende der Fahnenstange nunmehr nahezu erreicht scheint.
