Der italienische Wohlfahrtsstaat kann als Paradebeispiel für das südeuropäische Modell gelten. Charakteristisch sind das höchst fragmentarische Sozialsystem in Bismarckscher Tradition und ein universales öffentliches Gesundheitssystem. Die Sozialprogramme bestehen überwiegend aus Transfers, während Dienstleistungen hauptsächlich durch die Familie erbracht werden. Die deutliche Insider-Outsider-Problematik führt dazu, dass einige Berufsgruppen sehr gut sozial abgesichert sind, während andere unterversorgt sind. Das zweite gro\e Problem ist, dass der gro\e Einfluss von Partikularinteressen auf die öffentliche Verwaltung zu geringer Effektivität und manchmal auch Mi\brauch führt (Ferrera 1996). Die vorliegende Analyse bestätigt diese Merkmale. Allerdings haben sich während der vergangenen zwei Jahrzehnte auch bedeutende änderungen ergeben, die auf die Herausbildung neuer Wohlfahrtskombinationen in Italien hindeuten. Das Gewicht der Sozialausgaben beginnt sich langsam zu verschieben — weg von den gro\zügigen Sozialversicherungen und hin zu den bislang vergleichsweise unbedeutenden Sozialhilfeprogrammen. Hinzu kommen eine zunehmende Flexibilisierung der Arbeitsmarktpolitik und eine verstärkte Verlagerung von staatlichen Kompetenzen auf die regionale und lokale Ebene.
