Zusammenfassung
Die Jugendhilfe als Teil der Sozialpolitik des demokratischen Rechtsstaates Deutschland ist durch zwei Organisationstypen geprägt: Das Jugendamt in Form der Bürokratie auf kommunaler Ebene und die Jugendhilfeeinrichtung als soziale personenbezogene Dienstleistungsorganisation, die in Interkationen mit den Klienten soziale Hilfe und Kontrolle ausüben. Beide Organisationstypen sind in wesentlichem Maße durch Rechtsvorschriften und gesellschaftliche Moralvorstellungen geprägt, so dass das organisatorische Feld der Jugendhilfe insgesamt ein hohes Maß an struktureller Isomorphie aufweist. Zwischen den zwei Organisationstypen besteht ein Macht- und Herrschaftsverhältnis, da dem Jugendamt rechtlich die Verantwortung für die Gestaltung der kommunalen Jugendhilfe zukommt und es somit über die Verteilung der dazu nötigen Ressourcen entscheidet sowie das Handeln der Jugendhilfeeinrichtungen kontrolliert. Das Macht- und Herrschaftsverhältnis nimmt dabei eine autoritäre, auf ökonomischer Performanz oder auf partnerschaftlicher Ko-Produktion beruhende Form an. Strukturell unterscheiden sich die beiden Organisationsformen in der Weise, dass das Jugendamt durch hierarchische Entscheidungsstrukturen und die damit verbundene festere Kopplung des Handelns charakterisiert ist. Jugendhilfeeinrichtungen weisen demgegenüber dezentralisierte Entscheidungsinstanzen und eine damit verbundene lose gekoppelten Handlungsstruktur auf, die wiederum mit besonderen Kontroll- und Steuerungsproblemen einhergeht.
