Zusammenfassung

PISA ist ein wesentlicher Bestandteil eines politischen Programms, das darauf setzt, durch bessere Bildung in der Spitze und in der Breite die internationale Wettbewerbsfähigkeit und zugleich die Inklusionskraft eines Landes zu steigern und auf diese Weise die Leistungs- und Inklusionsdefizite des Wohlfahrtsstaates beseitigen zu können. Das ist die Zielsetzung des Wachstums- und Beschäftigungsprogramms der OECD wie auch der Lissabon-Strategie der Europäischen Union und ihrer Fortsetzung im Programm Europa 2020. Die Verwirklichung dieser Programmatik bedeutet die Ablösung des Wohlfahrtsstaates durch den Wettbewerbsstaat. Nach der Zielsetzung dieser Mobilisierung aller Bildungsressourcen soll es auf allen Seiten nur Gewinner geben. Die Voraussetzung dafür soll das Verständnis von Bildung als Humankapital schaffen, nach dem Investitionen in Bildung eine mehr oder weniger hohe Rendite versprechen.
