Zusammenfassung

Die ökonomische Integrationstheorie ist aus der Außenwirtschaftstheorie hervorgegangen und auch heute noch überwiegend ein Teil von ihr. Die Ansätze sind nicht europaspezifisch, sondern von ihrem Erklärungsanspruch allgemeingültiger ausgelegt und werden daher auch zur Analyse von regionalen Integrationsmaßnahmen in anderen Teilen der Welt angewandt. Der Begriff „Wirtschaftliche Integration“ ist auf zwei verschiedene Arten interpretierbar.2 Zum einen lässt er sich aus einer statischen Perspektive heraus als Zustand beschreiben, in dem einzelne Länder nach einem abgeschlossenen Integrationsprozess als eine wirtschaftliche Einheit aufgefasst werden. Die weitaus größere Bedeutung hat aber die dynamische Perspektive. Wirtschaftliche Integration stellt danach einen Prozess dar, durch den ökonomische Barrieren zwischen den Produkt- und Faktormärkten unabhängiger Volkswirtschaften innerhalb eines Integrationsraumes schrittweise abgebaut werden, um die gesamtwirtschaftliche Wohlfahrt der beteiligten Länder zu steigern. Nach Tinbergen3wird dieser Abbau von Barrieren (Deregulierung) auch als negative Integration, dagegen die Schaffung neuer gemeinschaftlicher Institutionen (z.B. der Europäischen Zentralbank) und die Korrektur falscher Marktsignale durch kooperative Wirtschaftspolitik positive Integration genannt.4

Die Autoren haben sich bemuht, ihre Ausführungen möglichst wenig formal zu gestalten und sie damit einem gröeren Leserkreis zugänglich zu machen.
