Abstract
Der Zeitraum der Frühgeschichte der Entstehung und weiteren Verbreitung der (demographischen) Bevölkerungsvorausschätzung mit der Methode, die heute Kohorten Komponenten Projektions-Modell genannt wird (auf Englisch: Cohort Component Projection Model; CCPM) kann in drei Perioden unterteilt werden: Zuerst die Periode der Pioniere (1895 bis zum ersten Weltkrieg) mit Edwin Cannan (1895), Pontus Fahlbeck (1905), Harald Westergaard (1907/8) und Alfred Lotka (1907). Dann die Periode des ,take-of‘ und weiterer methodischer Innovation im Bereich der Vorausschätzung von Nationalbevölkerungen (die Zwanzigerjahre). Schliesslich die Periode der Innovation in Bezug der Integration von Immigration (Zuwanderung) und Emigration (Abwanderung) ins Vorausschätzungsmodell auf regionaler und großstädtischer Ebene und der Vorausschätzung der Migration im Allgemeinen (Dreissigerjahre).
Auf halbem Wege der Periode zwischen den beiden Weltkriegen, 1928, publizierte Robert R. Kuczynski den ersten Teil seiner Arbeit The Balance of Births and Deaths. Das Buch machte es den führenden Schichten der Nationen der westlichen Welt bewußt, daß ihre Bevölkerungen nicht länger fähig waren, sich selbst genügend zu reproduzieren und daß ein Bevölkerungsrückgang bevorstand. Kuczynski’s Analyseinstrument war die Nettoreproduktionsziffer (Net Reproduction Rate, NRR). Kuczynski’s Buch erschütterte die Welt und seine Wirkung war sehr gross, wie es zum Beispiel Richard A. Soloway für England in seinem Buch Demography and Degeneration. Eugenics and the Declining Birthrate in Twentieth-Century Britain (1990) und, für die Niederlande, Dirk van de Kaa in seinem Referat A brief note on population issues in the Netherlands during the 20th century am,Colloquium zur Geschichte der Bevölkerungswissenschaften‘ in der Werner-Reimers-Stiftung in Bad Homburg (1997) deutlich gemacht haben.
Die dem vorliegenden Beitrag zugrundeliegende Frage lautet: Wie groß waren der Einfluß und die Wirkung von Kuczynski’s Nettoreproduktionsziffer bezüglich der weiteren Innovation des Modells der Kohortenkomponentenvorausschätzung? Die Frage wird an der Erforschung von zwei,Kernstunden‘ in der Entwicklungsgeschichte der CCPM untersucht: Zuerst geht es um die Beiträge von Statistikern (Gini, Jensen, Ptoukha, Thompson) bei der Konferenz des Internationalen Statistischen Instituts (International Statistical Institute,ISI) in Tokyo 1930, wo — zwei Jahre nach der Veröffentlichung von Kuczynski’s Buch — die Folgen des andauernden Rückgangs der relativen Zahl der Geburten (birth rate) in den Nationen der westlichen Welt diskutiert wurden, und, zweitens, um die Beiträge von holländischen Stadtplanern (Van Lohuizen und Delfgaauw, Amsterdam 1932; Bakker Schut, Den Haag, 1933; Angenot, Rotterdam, 1934) an der Innovation der großstädtischen und regionalen Bevölkerungsvorausschätzungen wenige Jahre später (in der ersten Hälfte der dreißiger Jahre.)
Mit Ausnahme von dem Quellenverzeichnis in Bakker Schut’s Arbeit De bevolkingsbeweging in Nederland en in het bijzonder’s Gravenhage fehlen direkte Verweise auf Kuczynski, sowohl in den Arbeiten der Statistiker resp. Bevölkerungsvorausschätzern in Tokyo wie auch in den Arbeiten der holländische Stadtplaner. Daraus darf man aber nicht schließen, daß Kuczynski für sie ein Unbekannter war. Er hat zur Schaffung eines Klimas des Interesses an der bereinigten Darstellung des Bevölkerungswachstums beigetragen, wie zum Beispiel auch schon Lotka mit seiner,intrinsic growth rate‘. In Bezug auf die Nettoreproduktion bauten die holländischen Stadtplaner vor allem auf der Arbeit De toekomstige bevolkingsgrootte in Nederland (Die künftige Bevölkerungsgröße in den Niederlanden, 1925) von ihrem Landsmann G.A.H. Wiebols auf, der seine Anregung dazu den Berliner Statistikern Boeckh und Rahts zu verdanken hatte.
Sehr ansehnlich war der Einfluß Kuczynski’s auf die Entwicklung der Bevölkerungsvorausschätzung des statistischen Amtes der Gemeinde Amsterdam (Amsterdams Bureau van Statistiek). Kuczynski’s Arbeit, namentlich seine Arbeit The measurement of population growth (1935) hat Van Zanten, den damaligen Direktor dieses statistischen Amtes, in seiner Meinung bestärkt, daß Statistiker und statistische Ämter auf Bevölkerungsvorausschätzungen verzichten sollten und daß sie auch gar kein Bedürfnis daran zu haben brauchten, weil es die Nettoreproduktionsziffer gab. Es hat bis in die Sechszigerjahre gedauert, bevor das statistische Amt von Amsterdam mit Bevölkerungsvorausschätzungen angefangen hat.
„Although in our opinion the design of a system allowing to form an opinion of the expected future course of the population and to make an estimation of the population over 40, 50, 100 years, does not belong to the domain of statistics (for statistics merely looks for really existing data whereas the system starts from an unknown datum), we will not leave the subject unmentioned, because presently a considerable amount of literature has formed and many statisticians are engaged in it too. Whereas, in a general sense, the .... net reproduction rate gives insight in the issue of whether a population will decrease after a lifetime, if natality and mortality remain unchanged and if it is further assumed that migration will not be of influence, one is presently not longer satisfied with this, but desires to get an idea of the future size of the population itself.“
