Abstract

In 1974 I did set up the Jefferson Center to do research and development on new democratic processes. The vision of trying a “Citizens Jury” I got already in 1971 while writing a Ph.D. thesis on social ethics. — The Planning Cell, invented by Peter Dienel in 1969 or 1970, is remarkably similar to the Citizens Jury process. Over 350 have been run in Germany, with as many as 24 Planning Cells being used on the same project.
