Abstract
Almost nine years after the Beijing Conference, it is about time for reflection on the transformative potential of gender mainstreaming. What started as a commitment to “analyse the impact on gender before decisions are taken” (Platform for Action 1995), has resulted in a stream of activities in gender equality policies, especially in (Western) Europe. To start this process of critical reflection, it is first necessary to recapitulate what gender mainstreaming should be, and why it is considered to be a potentially innovative, even revolutionary approach. Case studies will then be presented in order to formulate questions that can be a prompt for further development. As it is not possible to have a complete overview of this highly dynamic field the review of studies and experiences is by no means complete. Yet, the overview will be sufficient for the purpose of critical reflection and for the formulation of five important questions related to gender mainstreaming activities.
