Die europäische Verfassungsdiskussion vor einem Dilemma

Zusammenfassung

Bis vor kurzem war die Diskussion über die Wünschbarkeit und mögliche Gestalt einer europäischen Verfassung eine fast ausschließlich akademische Angelegenheit. Die tatsächliche Entwicklung der europäischen Institutionen dagegen war von pragmatischen Kompromissen der Regierungen bestimmt, die sich jeweils an dringenden Problemen oder vorrangigen sachlichen Zielen orientierten. So dienten die institutionellen Reformen der Einheitlichen Europäische Akte der Umsetzung des Binnenmarktprogramms; im Maastricht-Vertrag ging es in erster Linie um die Währungsunion; Amsterdam stand dann im Schatten der Osterweiterung; und erst recht galt dies für die Verhandlungen über den Vertrag von Nizza.
