Abstract

In early 2002, Canada’s newest Foreign Affairs Minister, Bill Graham, paid a call to Washington, D.C. to meet with United States’ Secretary of State Colin Powell. The next day, he visited the United Nations where he conferred with Secretary-General Kofi Annan.
