Abstract
Global problems such as environmental problem, security problem and food problem need global governance and service. But global governance and service is western governance. Coin has its two sides: on the one hand, under the background of globalization, Global problem needs global governance and service; On the other hand, Global governance reflects developed country’s values, which can be used as interference tool in domestic affairs. The two sides make global governance and service has utopian limitations. Only beyond its own limitations, global governance and service will become real political.
