Conclusion

SANS has proved, since its beginnings in Europe nearly 20 years ago, to be applicable to a wide range of materials problems. The use of SANS has risen explosively, and wherever instruments have been built, time on them has quickly become heavily oversubscribed. In particular, industrial use has been growing steadily. Presently, outside the United States, some $500 million of assured funding has been made available to construct or improve neutron facilities, with an emphasis on SANS instrumentation. In comparison, assured funding for new facilities in the U.S. (which lost its lead to Europe in this area some years ago) is more than an order of magnitude less. We believe the rime is overdue to rectify this situation in a field so important to materials science, and strongly endorse the proposal for a new, world-class facility, which will allow U.S. scientists access to state-of-the-art instrumentation in this vital technique.
