where O means the set of operating generation units at the cth control interval, and Rj(c) is the downward ramp rate of the jth generation unit. \(\Delta {\text{P}}_{{\text{j}}}^{\min } \left( c \right)\) represents the minimum active output of the jth generation unit in the cth control interval, and PD(c + 1) means the total active power demand of the power grid at the (c + 1)th interval.
