Abstract
Marianne H. Marchand looks at the recent political and economic transformations in Mexican state–society relations in the context of neoliberal economic reforms and a process of democratization. She argues that these transformations involve multiple forms of violence but also engender resistance and political organizing. She takes the violence in Ciudad Juárez as an example of the struggle over democratization, accountability and human/women's rights.

Notes
In economic terms, tradeables refer to goods and services that are traded internationally, while non-tradeables are goods and services produced for national or local markets.
A comparative analysis reveals that the murder rate for women in Ciudad Juárez amounts to 7.9 per 100,000 while in Tijuana (a border town of about the same size and also with a presence of maquiladoras) the figure is 2.4 per 100.000 and for Mexico as a whole 3.1. In addition, the murder rate of women in Ciudad Juárez increased 600% between 1994 and 1997 (CIDH, 2003: footnotes 8 and 9).
Some of the groups involved are: La Campaña Alto a la Impunidad: Ni Una Muerta Más, the Our Daughters Return Home Association, Casa Amiga, Red de No Violencia y Dignidad Humana. For an overview of a range of organizations see the reports by Amnesty International (2003b) and CIDH (2003). More information about various groups can also be found on the internet.
