Abstract
The purpose of this study was to understand and clarify parent education practices used in family literacy programs. A descriptive profile of parent education in Washington state's Even Start programs was constructed. Rural and urban programs were compared on parent education content and methods of instruction. The results highlighted the importance of state direction in order to promote equitable access to families in both urban and rural areas.
