Zusammenfassung
Das Konzept der Radikalisierung hat sich als Leitbegriff öffentlicher Diskussionen um den hausgemachten Terrorismus in liberalen Demokratien etabliert. Radikalisierung ist aber nicht nur ein empirisch beobachtbares Phänomen, sondern auch ein politisches Konzept, das unsere Sichtweise und Reaktionen auf damit verbundene Phänomene prägt. Dieser Artikel rekonstruiert Radikalisierung daher als eigenständiges politisches Narrativ und analysiert dazu offizielle Strategiepapiere aus dreizehn westlichen Staaten. Dieses Narrativ ordnet die beschriebenen Probleme in breitere Kontexte und Debatten ein, weist den beteiligten Akteuren konkrete Rollen zu und leitet spezifische Erklärungen inklusive entsprechender Handlungsoptionen ab. Der vorliegende Beitrag argumentiert, dass das Narrativ der Radikalisierung vor allem zwei zentrale Funktionen erfüllt. Erstens ermöglicht es die Aufrechterhaltung politischer Handlungsfähigkeit im Angesicht schwer verständlicher und kontingenter Herausforderungen und überführt komplexe und diffuse Risiken in bearbeitbare Probleme. Zweitens dient es der liberalen Selbstvergewisserung und Bestätigung einer als bedroht wahrgenommenen kollektiven Identität in vermeintlich unsicheren Zeiten. Die Politik der Radikalisierung zeichnet sich somit durch den Versuch der politischen Bewältigung einer ungewissen und unsicheren Umgebung sowie erratischer politischer Dynamiken aus.
Abstract
The concept of radicalization has established itself as a key term in public discussion on homegrown terrorism in liberal democracies. Radicalization is not only an observable empirical phenomenon, it is also a political concept that shapes our perspective on and response to associated phenomena. This article reconstructs radicalization as a distinct political narrative based on the analysis of official strategy papers from thirteen Western countries. This narrative puts related phenomena in a broader context, ascribes specific roles to associated actors and deduces concrete explanations and policy options. This article argues that the radicalization narrative serves two main functions. Firstly, it enables political actors to react to complicated and contingent challenges and transforms complex and diffuse risks into solvable political problems. Secondly, it provides self-assurance and reinforcement for collective identities that are seen as threated in uncertain times. Overall, the politics of radicalization can be read as a political attempt to manage an uncertain and complex environment as well as erratic political dynamics.
