Das neue Südafrika: Vom Umbruch zum Zusammenbruch? Eine deutsche Sicht

Bis 1994 kannte Südafrika kaum Rechtstaatlichkeit und Demokratie. Dennoch gab es sich, maßgeblich durch deutsche Institutionen beraten, eine westlich liberale Verfassung. Sie ermöglichte es der alleine herrschenden Führung von ANC und dessen Mitstreitern, die öffentliche Verwaltung von Grund auf zu erneuern und mit eigenen Gefolgsleuten zu besetzen. Diese waren selten qualifiziert. Die Folge waren verbreitete Ineffizienz und Korruption. Das beklagen heute auch bedeutende Anti-Apartheid-Aktivisten lautstark. Außerdem kommt es, inmitten von Anarchie und wachsender Armut, tagtäglich zu „service delivery protests“. Im August 2012 brachen im Bergbau und der Landwirtschaft monatelange wilde, teils gewalttätige Streiks aus. Wie schon bei der Überwindung der Apartheid vor fast einem Vierteljahrhundert, so wird auch heute eine „interventionistische“ Diplomatie Großbritanniens und der USA unentbehrlich sein. Mangels Sachkunde wird abermals für einen deutschen Beitrag kein Raum sein.

Abstract

Up to 1994, there was no democracy and hardly any rule of law in South Africa. And yet, advised decisively by German institutions, its parties accepted a Western liberal constitution. It enabled the governing ANC and its allies to fundamentally renew the country’s public administration and to put its own followers into more or less all relevant positions, even if they were seldom qualified. An invitation to inefficiency and corruption! This is sharply criticized today even by former anti-apartheid activists. In the midst of anarchy and growing poverty, there are “service delivery protests” every day. In August 2012, there was an outbreak of wildcat strikes in the field of mining and agriculture. Just like a quarter of a century ago, when apartheid was toppled, “interventionist” diplomacy by the UK and the US will be needed again today. And again, because of lack of expertise, there will be no role for Germany’s diplomacy.
