Zuverlässig invalide – Indizes zur Messung fragiler Staatlichkeit

Reliable but not valid: Indices for the measurement of state fragility

Zusammenfassung

Der Artikel unternimmt eine vergleichende Analyse von Indizes zur Messung von fragiler Staatlichkeit. Zentrales Anliegen ist dabei die Überprüfung der Reliabilität und Validität der Messinstrumente. Die Analyse ergibt, dass die untersuchten Indizes zwar relativ zuverlässig das gleiche Phänomen abbilden, jedoch das Konzept fragile Staatlichkeit nicht hinreichend valide erfassen. Die vorgestellten Projekte lassen Kernaspekte des Konzepts unberücksichtigt, verzerren die Ergebnisse zugunsten von Demokratien und gewichten und aggregieren die Bestandteile des Konzepts ohne jegliche theoretische Fundierung. Darüber hinaus ist die Validität vieler Indikatoren fraglich, da diese im Kontext anderer Messkonstrukte stehen und keine konzeptionelle Nähe zum Phänomen aufweisen. Erst wenn es gelingt, ein Maß zu entwickeln, welches Sparsamkeit und Relevanz der Komponenten gleichermaßen erfüllt, kann die vergleichende Forschung zu fragiler Staatlichkeit von Indizes profitieren.

Abstract

In this article I compare composite indicators measuring state fragility. The main objective is to analyze the reliability and validity of these measurement instruments. The analysis reveals that the indices are able to measure the same phenomenon quite reliable but they measure the concept of fragile states not sufficiently valid. Most of the indices do not consider crucial aspect of the concept and their results are in favor of democracies. Furthermore, weighting and aggregation of the index-elements is done without any theoretical foundation. Moreover, the validity of many indicators is questionable since these were fabricated within the context of other measurement constructs and have no conceptual relation to the phenomenon of state fragility. I argue that future attempts to measure state fragility should be more parsimonious and only include indicators which are relevant to the concept. Then comparative research could use them efficiently.

  1. Als Zustandsbeschreibung für das Phänomen hat sich inzwischen die Bezeichnung fragile Staatlichkeit etabliert, welche auch im Folgenden verwendet wird.

  2. Jackson und Rosberg (1982) führten die Unterscheidung zwischen juristischer und empirischer Staatlichkeit in die Debatte ein. Erstere bezieht sich auf die internationale Anerkennung eines Staates durch die internationale Staatengemeinschaft. Empirische Staatlichkeit dagegen beinhaltet die endogene Qualität eines Staates, also jene Funktionen und Aufgaben, die einen Staat ausmachen.

  3. Dabei werden die Errungenschaften des modernen Wohlfahrtsstaates i. d. R. ausgeklammert. Umfangreiche soziale Sicherungssysteme oder Umweltschutz sind im Kontext der Staatszerfalldebatte nicht relevant.

  4. Einen Überblick über das Forschungsfeld bietet die Studie von Barton und von Hippel (2008).

  5. Da der FSI keine eindeutige Indikatorenzuordnung vornimmt und keine Dimensionswerte bildet, wurde das Projekt für diese Analyse nicht berücksichtigt.

  6. Durch die hohen Korrelationen des FSI mit anderen Maßzahlen wird zudem deutlich, wie stark der FSI durch diese Indikatoren mitbestimmt wird. Umgekehrt ist also davon auszugehen, dass die aufwendige Datenerhebung durch die CAST-Software nur geringen Einfluss auf die Indexwerte hat.
