Zusammenfassung
In diesem Beitrag plädiere ich dafür, Reformfähigkeit auf der Basis von Politikergebnissen sowie Praktiken der Regierungsführung zu bestimmen. Beide Komponenten sollen durch Expertenumfragen und quantitative Daten zu den 30 OECD-Mitgliedstaaten gemessen werden, um einen Index der Reformfähigkeit zu konstruieren. Die dem Index zugrunde liegenden Konzepte werden erläutert und mit existierenden Ansätzen der Performanz- und Governance-Messung verglichen. Der Beitrag entwickelt Kriterien zur Bewertung von Regierungen und Akteuren im Regierungsumfeld, die Kontroll-, Informations- und Verständigungsleistungen im Regierungsprozess erbringen. Auf dieser Basis werden die vorgesehenen Mess- und Aggregierungsmethoden skizziert und das wissenschaftliche Potenzial des vorgeschlagenen Ansatzes erörtert.
Abstract
In the present article, I propose to determine reform capacity based upon policy outcomes and the governing performance of executives. Both components shall be measured through expert assessments and quantitative data for the 30 OECD member states in order to construct an index of reform capacity. The concepts underpinning the index are explained and compared with existing approaches of performance and governance measurement. Criteria are developed to assess the strategic capacity of governments and the accountability-generating functions of political actors surrounding the government. The envisaged measurement and aggregation methods are described and the potential of the proposed approach is discussed.

Im Gegensatz zu Afonso, Schuknecht und Tanzi bestimmt die SCP-Studie das öffentliche Ausgabenvolumen auf der Basis einer funktionalen Definition des öffentlichen Sektors, die auch die private Produktion von Dienstleistungen einschließt, welche traditionell als öffentliche Dienstleistungen gelten.
So stellt Peters in einer Studie zu präsidentiellen Tendenzen in parlamentarischen Systemen fest, dass „the coalition is a form of divided government“ (Peters 1997: 69).
Voneinander abweichende Operationalisierungen und Zählresultate finden sich u. a. bei Colomer (1996), Huber et al. (1993), Kaiser (1997) oder Schmidt (2000).
