Abstract
Fear, punishment and freedom are characterized as the essential modes of regulation in contemporary United States. ‘Fear’ means fear of criminality as well as fear of urban differences and results in arrangements of ‘scanscape’ (Davis), the social exclusiveness of gated communities, and an all-present vigilantism. ‘Punishment’ signifies the politics of ‘three strikes’, ‘truth-in-sentencing’ and incapacitation, leading to the world’s relatively greatest population in prison in California — mostly young black males. So prisons are a booming sector of economy, managed by a profit-oriented ‘criminal-justice-industrial complex’. The rule of ‘freedom’, ideological basis of the politics of deregulation and privatization, leads to a ‘normalizing of the totalitarian’ (Fiske), balanced by fear and punishment and its consequences.
