Zusammenfassung
Die nachfolgend zu diskutierende Analyse vonStefani/Bleibtreu zeichnet sich durch ihren Beitrag zu zwei Gebieten aus, die seit langem im Fokus der Literatur zur Wirtschaftsprüfung stehen: die Unabhängigkeit des Abschlussprüfers und die Struktur des Marktes für Abschlussprüfungen. Sie setzt sich mit dem Zusammenhang von Anbieterkonzentration im Prüfungsmarkt und der rechtlichen Zulässigkeit des Angebots von sogenannten Nichtprüfungsleistungen (NPL) auseinander.
Das Ziel des genannten Beitrages ist, aufzuzeigen, dass das Verbot von NPL nicht nur direkt die Unabhängigkeit des Abschlussprüfers beeinflusst, sondern auch indirekt die Wettbewerbsstruktur des Prüfungsmarktes verändert. Zur analytisch-theoretischen Untersuchung dieses in der ordnungspolitischen Diskussion auf EU-Ebene bisher unzureichend gewürdigten Phänomens wird der Markt für Abschlussprüfungen in Anlehnung an das Einheitskreismodell abgebildet. Dabei unterscheiden sich die Abschlussprüfer sowohl hinsichtlich ihres offerierten Produktportfolios – große Prüfer können zusätzlich zu Jahresabschlussprüfungen auch Beratungsleistungen anbieten – als auch hinsichtlich ihrer Kostenstruktur – große Prüfer weisen höhere Fix- und höhere Rüstkosten sowie niedrigere variable Kosten auf als kleine Prüfer.
Insgesamt liefert der Beitrag innovative und interessante Ergebnisse, die im Hinblick auf Marktkonzentration und Zulässigkeit von NPL potentiell kontraproduktive Effekte aktueller Gesetzgebungsvorschläge verdeutlichen. Da nur wenige theoretische Modelle zur Wettbewerbsstruktur des Prüfungsmarktes existieren, schließt der Beitrag eine bestehende Forschungslücke.
Abstract
This comment refers to the paper ofStefani/Bleibtreu. In their model they combine two important topics of audit research: Auditor’s independence and audit market’s concentration tendencies. The objective of their paper is to demonstrate that abandoning non audit services might have negative impacts on auditors’ competitive behavior.
This comment addresses the following features of the model:

The paper’s relevance, because it addresses aspects of the audit market structure, which have been so far neglected in the political discussion on the EU-level.

The way of modeling different auditors’ offered product portfolios and auditors’ cost structures.

The implications of the paper’s results, because only very few papers make use of analytical models for analyzing the audit market.
