National Measurement System and National Metrology Infrastructure: Analysis of Documents D1 of the International Organization of Legal Metrology

The work explores the problems arising from the ambiguous interpretation of the concepts introduced in the D1 documents of the International Organization of Legal Metrology. The D1 documents "Law on Metrology" (1975), "Elements of the Law on Metrology" (2004), "Basic provisions for the Law on Metrology" (2012), and "National Systems of Metrology — Development of Institutional and Legislative Foundations" (2020) have been researched and analyzed. The laws of the Russian Federation, developed based on D1 documents, and Russian and international publications on this issue, are considered. According to the analysis results, the problems associated with metrological concepts relevant to the modern world and economy, such as "national measurement system" and "national metrology infrastructure," are presented, and different views of specialists in the field of metrology on the content of these important and widely used concepts are discussed. A list of the main elements that constitute the concepts of "national measurement system" and "national metrology infrastructure" is formulated. The study results can be used to update regulatory and legislative documents in the field of metrology.
