The contents of the paper [1] were submitted for publication in J Optim Theory Appl (JOTA) on 22 December 2016, reviewed and approved by the Editors-in-Chief. However, due to the impossibility to fulfill the many JOTA instructions within the time allowed by the journal, it was withdrawn and resubmitted in the final form on 14 March 2018.
