Zusammenfassung
Die auf Input-Output-Tabellen gegründete Untersuchung des wirtschaftlichen Wandels östlicher und westlicher Volkswirtschaften ist Gegenstand eines von Rolf Wagenführ initiierten und von der Stiftung Volkswagenwerk finanzierten Forschungsprojekts.
In dem vorliegenden Aufsatz werden die bisherigen Bemühungen skizziert und die Grundprobleme des internationalen Vergleichs auf Grund von Input-Output-Tabellen dargelegt.
Bei einer Diskussion verschiedener materiell-statistischer Ansätze erweisen sich die standardisierten ECE-Tabellen als optimal. Zwei mögliche Zielsetzungen werden unterschieden: umfassender Vergleich einerseits und genau begrenzte, spezielle Einzelvergleiche andererseits.
Erstellung und Standardisierung von Input-Output-Tabellen stehen konzeptspezifische (funktionelle Sektorenbildung) und allgemeine Schwierigkeiten der internationalen wirtschaftsstatistischen Harmonisierung entgegen; erschwerend kommt hinzu, daß in den östlichen Ländern die amtlichen Statistiken nach dem MPS-System ausgerichtet sind, während sie sich in den westlichen Ländern am SNA-System orientieren.
Die von der ökonomischen Interpretierbarkeit gezogenen Grenzen der "Homogenisierung", eines Verfahrens zur Eliminierung bestimmter Preisstrukturunterschiede, werden aufgezeigt.
Zwei Gruppen von input-output-spezifischen Maßzahlen werden mathematisch und sachlogisch nach ihrer Preisreagibilität unterschieden.
Die Methode von Ehrlich zur Ermittlung von Umrechnungsparitäten für Sozialproduktsaggregate wird kritisch auf ihre Eignung für Input-Output-Tabellen untersucht. Ihr wird eine subsidiäre Rolle, neben dem Verfahren der Forschergruppe der Pennsylvania-Universität und der Verwendung amtlicher Wechselkurse, zugewiesen.
Summary
Investigation of the economic change of Eastern and Western economies by input-output tables is the object of a research program which was initiated by Rolf Wagenführ and financed by Volkswagenwerk Foundation.
This paper outlines the work so far done and the basic problems of international comparison by input-output tables.
Different statistical approaches are discussed, and the standardized ECE tables turn out to be best suited. Two possible objectives are clearly distinguished: a comprehensive comparison, on the one hand, and exactly limited individual comparisons, on the other.
Specific problems (relating to the concept pf functional sectors) and general problems of international harmonization in economic statistics must be overcome in setting up and standardizing input-output tables; what makes things even more difficult is the fact that Eastern official statistics follow the MPS system, Western countries the SNA-system.
Certain differences of price structure can be eliminated by a procedure called "homogenization", but economic interpretability sets bounds to this procedure which are shown in the paper.
Two groups of specific input-output statistics are mathematically and logically distinguished with respect to price response.
The method by Ehrlich of finding conversion parities for national product aggregates is critically checked with respect to its suitability for input-output tables. It is given a subsidiary role beside the method developed by the Pennsylvania University research group and official rates of exchange.

L’objet de ce projet de recherche, initié par Rolf Wagenführ et financé par la fondation Volkswagenwerk, est l’étude du changement économique dans l’Est et l’Ouest, sur la base de tableaux input output.
Le présent article décrit à grands traits les efforts jusqu’à présent et les problèmes fondamentaux de la comparaison internationale sur la base de tableaux input output.
La discussion des différentes dispositions statistiques révèle une supercrité des tableaux ECE standardisés. On différencie entre deux objectifs possibles: la comparaison globale et les comparaisons particulières précisément limitées.
L’établissement et la standardisation des tableaux input output se heurte à des difficultés spécifiques (à l’égard du concept des secteurs fonctionnels) et aux difficultés générales de l’harmonisation internationale de la statistique économique; ajoutez que les pays du bloc oriental ont orienté leurs statistiques officielles vers le système MPS, les pays de l’Ouest vers le système SNA.
Certaines différences dans les structures des prix peuvent être éliminées par "l’homogenisation", mais l’interprétabilité économique y met des bornes que nous montrons.
Deux groupes de statistiques spécifiques input output sont différenciés du point de vue mathématique et logique à l’égard de leur réponse aux prix.
La méthode de Mme. Ehrlich pour trouver des parités de conversion pour les agrégats du produit national est examinée critiquement à l’égard de sa qualification pour des tableaux input output. Elle est alors regardée comme une méthode subsidiaire à côté de la methode du groupe de recherche à l’Université de la Pennsylvanie et des cours du change officiels.

Йсследование Экономических перемен в восточных и западных Экономиках, основанное на таблицах "затраты-выпуск" является предметом научного проекта, начатого Рольфом Вагенфиром и финансированного фондом Фольксвагенверк.
В Этой работе описываются все до сих пор предпринятые усилия и основные проблемы международного сравнения, основанного на таблицах "затраты-выпуск".
В течение дискуссии о разных материально-статисти ческих возможностях оказываются таблицы ЭКЕ оптимальными. Различаются две возможные постановки цели: общирное сравнение с одной стороны и точно ограниченные специальные отдельные сравнения с другой стороны.
Трудности, связанные со спецификой концепции (функциональное образование секторов) и обшие трудности в хозяйственно-статис тической гармонизации препятствуют выработке и нормированию таблиц "затраты-выпуск".
К Этому дело осложняет факт, что официальные статистики в восточных странах составляются по системе СМП, в то время как в западных странах по системе СНС.
Показываются назначенные Экономической толковаемостью границы "гомогенизации", метода исключения определенных разниц в структуре цен.
Различаются математически и делво-логично по опособ-ности реакции на цены две группы размерных чисел., специфических для затрат и выпуска.
Рассматривается критически пригодность для таблиц "затраты-выпуск" метода Эрлиха, применяемого для определения пересчетов паритетов для агрегатов обшественного продукта. Наряду с методом научных исследователей университета Пенсыльвеня и применением валютных курсов методу Ёрлиха придается вспомогательное значение.
