Integration and input-output work in the eurean economic community

Summary

The author opens with a discussion of the problems resulting from the progressive integration of the economies of the Six. He points out that the policy decisions to be made in the Common Market are becoming increasingly complex, requiring the application of more powerful instruments of economic analysis. Input-output analysis above the national level is such an instrument. On the national level as well as above it, input-output tables serve statistical comparisons as well as economic analysis. The author examines the national input-output work in the EEC-countries. Considerable difficulties of comparability are shown to exist. The input-output work of the Statistical Office of the European Communities is a step towards overcoming these difficulties. Comparable tables for the member countries are now being set up and a consolidated table for the EEC as a whole will be drawn up in the final stage of this work. The particularities of this enterprise are discussed. Finally, the author discusses briefly problems likely to arise when the production structures of the United States and the EEC are compared with the help of input-output tables.

Der Autor beschäftigt sich einleitend mit den Problemen, die die fortschreitende Integration der Wirtschaften der Sechs aufwirft. Er weist darauf hin, daß die im Gemeinsamen Markt zu fällenden wirtschaftspolitischen Entscheidungen zunehmend komplexer werden und die Anwendung effektiverer Instrumente der Wirtschaftsanalyse erfordern. Ein solches Instrument 1st die supranationale Input-Output Analyse. Supranationale Input-Output-Tabellen dienen — ebenso wie die nationalen Tabellen — sowohl dem statistischen Vergleich als auch der Wirtschaftsanalyse. Der Autor stellt die nationalen Input-Output-Arbeiten in den EWG-Ländern kurz dar. Es zeigt sich, daß beträchtliche Vergleichsschwierigkeiten bestehen. Einen Schritt zu ihrer Überwindung stellt die Input-Output-Arbeit des Statistischen Amtes der Europäischen Gemeinschaften dar, das gegenwärtig methodisch einheitlich konzipierte Tabellen für die Mitgliedländer aufstellt und im Endstadium zu einer konsolidierten Tabelle zusammenfassen wird. Die Besonderheiten dieser Input-Output-Arbeiten werden dargestellt. Abschließend erörtert der Autor kurz Probleme, die sich beim Vergleich der Produktionsstrukturen der U.S.A. und der EWG anhand von Input-Output-Tabellen ergeben dürften.

L’auteur commence par une discussion des problèmes qui résultent de l’intégration progressive dans la C.E.E. Quant à la politique à suivre dans le Marché Commun, les décisions deviennent de plus en plus complexes et exigent l’utilisations de méthodes plus puissantes pour l’analyse économique. Une telle méthode nouvelle est l’analyse input-output suprarégionale. Les tableaux input-output peuvent servir à une comparaison statistique ainsi qu’à une analyse économique, qu’elle soit nationale ou supranationale. L’auteur examine les travaux input-output nationaux; et il indique les difficultés qu’il faudrait surmonter pour établir la comparabilité des tableaux nationaux — ce que l’Office statistique des communautés européennes s’est proposé de faire. Dans la phase finale de ses travaux, un tableau consolidé de la C.E.E. sera construit. Les particularités de ce projet sont considérées. Enfin, l’auteur discute brièvement les problèmes qui apparaîtront dès qu’on veut comparer les structures de production des Etats Unis et de la C.E.E. à l’aide de tableaux input-output.
