Abstract
The purpose of this paper is twofold. First, two bill of rights documents (The Rights of Mentally Retarded or Developmentally Disabled Persons—1987 and Community Health Accreditation Program Client Bill of Rights—1993) will be conflated into one categorically coherent whole. Second, unlike listing rights randomly, these rights will actually be classified into a Maslowian framework reflecting a hierarchy of needs. Theoretical groundwork and various functional benefits of such a taxonomic system of rights for individuals with mental retardation or developmental disabilities will be enumerated.
