Philip L. Martin has served on the faculty at the University of California-Davis since 1975 where he is professor of Agricultural Economics. In 1978–1979, he was a Fellow at the Brookings Institution in Washington, D.C. In 1979–1980, he was senior economist for the Select Commission on Immigration and Refugee Policy and a consultant to the Department of Labor. His major publications include:Guestworker Programs: Lessons from Europe (1980),Administering Foreign-Worker Programs (Lexington Books, 1982); andContemporary Labor Economics and Labor Relations (1980).
