The writer was sent by Unesco to the Sudan at the request of its Ministry of Education to assist in devising a scheme for the reorganization of the educational system and in drawing up a five-year plan for education. He headed a committee of senior Sudanese educators which worked on this project. The ideas expressed here, however, are presented entirely at the responsibility of the author and do not necessarily represent either the views of Unesco or those of the members of the Committee.
